A 203k consultant is supposed to provide an independent bid so, if you require a contractor's bid before visiting the site YOU aren't worthy of the program. We will show you how really easy it is to do it correctly. Just the other day I had to add some work the contractor failed to recognize. I bid the new item as is typical and turned in the paperwork to close the loan. The contractor contacted me about a week later when he apparently received his subcontractor's bid on that item to tell me I was "right on the money".
I had a lender place an order and provide a contractor's bid for $187,000 for a room addition and renovation of an older home. I inserted the bid scope into our software and after visiting the site created my bid using the contractor's scope, I then added items that HUD requires to the bid and came up with $87,000+. I called the contractor and asked him to walk me through whatever he was going to do that wasn't written in the bid... he asked what I bid the project at and when I told him $87,000+, his next words floored me... "I'll do it for that". We saved the client $100,000 by doing our job properly. Many consultants would have accepted the original bid and while they did what they were trained to do would have failed the spirit of the 203k and the homeonwer client relationship.

Right from the 4000.1 guideline - ii. Consultant Inspection - The Consultant must personally conduct an on-site property inspection to ensure:
• there are no rodents, dry rot, termites and other infestation on the Property;
• there are no defects that will affect the health and safety of the occupants;
• there exist adequate structural, heating, plumbing, electrical and roofing systems; and
• there are upgrades to the Structure’s thermal protection (when necessary).
The Consultant must prepare a report on the current condition of the Property that categorically examines the Structure utilizing the 35 point checklist. The report must address any deficiencies that exist and certify the condition of all major systems: electrical, plumbing, heating, roofing and structural. The Consultant must determine the repairs/improvements that are required to meet the U.S. Department of Housing and Urban Development (HUD)’s Minimum Property Requirements (MPR), Minimum Property Standards (MPS) and local requirements.

We find that a couple of your lenders may choose to work together and get 25 loans each guaranteed.
